The Council may exercise the economic rights in works whose Kuwaiti author dies without an heir or legatee, and in works whose author is unknown and which were first published within the State of Kuwait.

يكون له وارث أو موصى له، وعلى المصنفات التي لا يعلم مؤلفها وقد نشرت أول
