Article 19 of Law on Combating Narcotic Drugs and Psychotropic Substances

Persons licensed to trade in narcotic or psychotropic substances or preparations may not dispose of them in any capacity whatsoever except in the cases specified in the ministerial decision issued pursuant to Article (16) of this Decree-Law. Anyone licensed to import, export, transport, manufacture, or trade in narcotic or psychotropic substances or preparations shall notify the Ministry and the competent authorities of a change in activity or cessation of the operations for which the license was granted within no more than (30) days of the change or cessation of operations. In the event of cessation of operations, that person shall surrender Law Index 400 Home Page Law on Combating Narcotic Drugs and Psychotropic Substances Decree-Law No. 159 of 2025 concerning Combating Narcotic Drugs and Psychotropic Substances and Regulating Their Use and Trade the license to the Ministry. Upon expiry or cancellation of the license for any reason whatsoever, the licensee must return the remaining narcotic or psychotropic substances and preparations in its possession to the entity from which they were obtained. If this is impossible for a reason beyond the licensee's control, the licensee shall surrender them to the Ministry, and the manner of their disposal shall be determined by a decision of the Minister.
