English translation
Trading in narcotic or psychotropic substances or preparations is not permissible except after obtaining a licence from the Minister. The Minister shall issue a decision on licensing procedures and requirements, the manners of disposing of them, the procedures for relinquishing them to the entity from which they were dispensed, and the procedures for their destruction.

لا يجوز الإتجار في المواد أو المستحضرات المخدرة أو المؤثرة عقلياً إلا بعد الحصول
على ترخيص من الوزير.
ويصدر الوزير قراراً بإجراءات واشتراطات الترخيص، وأوجه التصرف فيها،
