Article 13 of Law on Combating Narcotic Drugs and Psychotropic Substances

It is prohibited to import or export narcotic or psychotropic substances or preparations, chemical precursors, or their preparations by mail, or to transport them in parcels containing other materials. They must be transported—even as a sample—in insured parcels bearing the full name of the substance, its nature, quantity, and the proportion of the narcotic substance or preparation, psychotropic substances, or chemical precursors therein.
