In the event that a state of emergency is declared in the country, it shall be permissible to import narcotic substances or preparations, Law Index 399 Home Page Law on Combating Narcotic Drugs and Psychotropic Substances Decree-Law No. 159 of 2025 concerning Combating Narcotic Drugs Psychotropic Substances and Regulating Their Use and Trade or psychotropic substances or preparations, or chemical precursors used in relief operations, without complying with the import provisions set out in this Decree-Law, provided that this is by a decision of the Minister specifying the entities permitted to import and the procedures to be followed. The same provisions set out in the preceding paragraph shall apply to the export of those substances and preparations to countries in which a state of emergency is declared, and to export through public-benefit associations and charitable associations whose purposes include relief operations. يجوز في حال إعلان الطوارئ في البلاد استيراد المواد، أو المستحضرات المخدرة،
أو المؤثرة عقلياً، أو السلائف الكيميائية التي تدخل في أعمال الإغاثة، دون الالتزام
بأحكام الاستيراد المبينة في هذا المرسوم بقانون على أن يكون ذلك بقرار من
الوزير تحدد فيه الجهات التي يجوز لها الاستيراد والإجراءات المتبعة.
وتسري ذات الأحكام المبينة في الفقرة السابقة على تصدير تلك المواد والمستحضرات
إلى الدول التي تعلن فيها حالة الطوارئ، وعلى التصدير من خلال جمعيات النفع
