English translation
Narcotic or psychotropic substances or preparations, or chemical precursors or their preparations, may not be released unless their fitness for use and conformity with the specifications and particulars stated in the licence are established by a report from the authority competent to grant the release licence, which shall be designated by the Minister.

لا يجوز الإفراج عن المواد، أو المستحضرات المخدرة، أو المؤثرة عقلياً ، أو
السلائف الكيميائية، أو مستحضراتها إلا إذا ثبتت صلاحيتها للاستعمال ومطابقتها
للمواصفات والبيانات الواردة بالترخيص بموجب تقرير من الجهة المختصة
