Article 9 of Law on Combating Narcotic Drugs and Psychotropic Substances

The granting of a license to import, export, transport or circulate psychotropic substances or preparations, whatever the proportion of the psychotropic agent therein and whatever their pharmaceutical form, or chemical precursors, shall be in accordance with the following controls: 1 - Substances listed in Schedule No. (1) of the second group annexed to this Decree-Law, for scientific research purposes or for the Ministry. 2 - Substances listed in Schedule No. (2) of the second group annexed to this Decree-Law shall be for the Ministry, specialized colleges and institutes, and licensed pharmaceutical factories. 3 - Unmanufactured substances listed in the two Schedules numbered (43) of the second group annexed to this Decree-Law shall be for the Ministry, government entities, universities, specialized colleges and institutes, and licensed pharmaceutical factories.
