Article 8 of Law on Combating Narcotic Drugs and Psychotropic Substances

A license to import, export, or transport narcotic or psychotropic substances and preparations or chemical precursors may be granted only to the following entities: 1 - Government entities. 2 - Licensed pharmaceutical companies and factories and their agents. 3 - Licensed specialized private universities, colleges, and institutes. 4 - Licensed specialized governmental and private scientific research entities. This shall be subject to the conditions required of the license applicant and set out in Article (18) of this Decree-Law.
