Article 7 of Law on Combating Narcotic Drugs and Psychotropic Substances

Narcotic or psychotropic substances or preparations, or chemical precursors, may not be imported, exported or transported except pursuant to a licence from the Minister. This licence shall be valid for (90) days from the date of its issuance. The Minister shall issue a decision regulating import procedures, the types permitted to be imported and exported, and their registers. Entities importing them shall be subject to the Ministry's supervision. A special register shall be established at the Ministry in which persons licensed to import, export and transport narcotic substances and preparations, psychotropic substances, chemical precursors and their preparations shall be entered. The Minister shall issue a decision specifying the information that the register must contain and the method of registration therein. The Minister shall have the right to reject a licence application or reduce the quantity requested to be imported, exported or transported, by a reasoned decision. If an application for an import licence for government entities is rejected, the Minister may supply the requesting entity from the Ministry's stock at cost price. The person concerned may appeal this decision to a committee formed by a decision of the Council of Ministers within (15) days from the date on which he is notified of it. The decision issued on the appeal shall be final.
