Article 11 of Law on Combating Narcotic Drugs and Psychotropic Substances

Narcotic or psychotropic substances or preparations, or chemical precursors or their preparations, arriving at the customs office may not be delivered or exported except pursuant to a release or export permit from the Ministry stating the particulars prescribed by a decision of the Minister. In cases of import or export, the General Administration of Customs shall receive the release or export permit from the parties concerned and return it to the Ministry, retaining a copy with itself and with the party concerned. The permit shall be considered void if not used within (90) days from its date of issue.
