Article 23 of Law on Combating Narcotic Drugs and Psychotropic Substances

A veterinarian licensed to practise the profession in the country may not issue a prescription for dispensing narcotic or psychotropic substances or preparations except to treat or control an animal, and only under a special licence from the Ministry and in accordance with the conditions, particulars and quantities specified by the Minister, provided that the term of this licence is one year. He is prohibited from dispensing them to persons to administer to animals themselves. He and the director of the veterinary establishment to which he belongs must comply with the provisions concerning possession, recording prescriptions in registers, and supervision stipulated in this Decree-Law, and must return the substances and preparations to the entity from which they were dispensed or follow the procedures for handing them over to the Ministry pursuant to the provisions governing this, if they are not used for any reason whatsoever. The Minister shall issue a decision specifying those substances and the quantity necessary for that purpose, the procedures to be followed in possessing, storing and returning these substances to the entity from which they were dispensed, and the legal persons and their employees and workers who may be licensed to possess them for the purposes of controlling animals.
