Article 2 of Law on Combating Narcotic Drugs and Psychotropic Substances

Under the provisions of this Decree-Law, a council shall be established called (the Supreme Council for Combating Narcotic Drugs and Psychotropic Substances, competent to formulate a comprehensive national strategy to combat trafficking in and illicit use of narcotic and psychotropic substances and preparations; develop awareness, prevention and treatment plans binding upon all ministries, authorities and institutions, each within its jurisdiction; develop the state agencies concerned with combating trafficking in those substances and their abuse; and ensure the effective implementation of international treaties ratified by the State of Kuwait relating to narcotic and psychotropic substances and preparations and limiting their spread. The Council shall hold a meeting at least once every two months to examine security and health reports relating to combating illicit dealing in narcotic substances and preparations and psychotropic substances and means of prevention and treatment thereof, provided that this Council submits a report at the end of each year to the Council of Ministers to inform it of the perspectives and developments relevant to the Council's work. A decree shall be issued forming this Council from the ministers concerned, provided that this decree specifies the Council's operating procedures and all provisions relating thereto.
