Article 3 of Law on Combating Narcotic Drugs and Psychotropic Substances

The Ministry shall establish rehabilitation centres and addiction treatment centres competent to rehabilitate and treat addicts and users. These centres shall be established in separate buildings meeting treatment and security requirements, provided that a special section is set aside in each for the placement of persons who have not completed their twenty-first year of age. By a decision of the director of the rehabilitation centre, the director of the addiction treatment centre, or the head of Home Page 396 Law Index Law on Combating Narcotic Drugs and Psychotropic Substances Decree-Law No. 159 of 2025 concerning Combating Narcotic Drugs Psychotropic Substances and Regulating Their Use and Trade the medical department in either of them, patients may be transferred between the two centres in the cases specified by a decision of the Minister. The private sector may be entrusted with establishing medical units conducting the same activity specified in the first paragraph of this Article, under the Ministry's supervision and after obtaining a licence therefor from the Minister. The Ministry shall inspect the entities licensed to undertake those activities pursuant to the provisions of this Decree-Law and the provisions of Chapter Six of the aforementioned Law No. 70 of 2020. The Council of Ministers shall, upon submission by the Minister, issue the regulations governing the work of these centres and the units affiliated with the private sector, provided that these regulations include the requirements concerning licences for these units and the manner of obtaining such a licence.
