Article 31 of Law on Combating Narcotic Drugs and Psychotropic Substances

A decision of the Minister shall regulate the manner of dispensing narcotic and psychotropic substances and preparations in health establishments and pharmacies; the types of narcotic and psychotropic substances and preparations that medical practitioners may possess in health establishments and for treatment outside them; the types of psychotropic substances that veterinarians may possess in veterinary establishments; the procedures for their use outside those establishments; the procedures for returning narcotic substances and preparations and psychotropic substances to the entity from which they were dispensed; the mechanism and procedures for their destruction; the particulars required in the prescription; and the manner of circulation of narcotic and psychotropic substances or preparations among all persons entitled to import, export, transport, or use them in the manner specified in this Decree-Law.
