English translation
The Minister may license government entities and scientific institutes to cultivate any plant whose cultivation is prohibited, for medical purposes or scientific research, subject to the conditions he lays down for that purpose. He may license the importation of the plants listed in Schedule No. (5) annexed to this Decree-Law and their seeds. In this case, these plants and seeds shall be subject to the provisions of Chapter Three of this Decree-Law. Chapter Eight General Provisions

للوزير الترخيص للجهات الحكومية والمعاهد العلمية في زراعة أي نبات من
النباتات المحظور زراعتها، وذلك للأغراض الطبية أو البحوث العلمية بالشروط
التي يضعها لذلك.
وله أن يرخص في استيراد النباتات المدرجة بالجدول رقم (٥) المرفق بهذا المرسوم
بقانون وبذورها، وفي هذه الحالة تخضع هذه النباتات والبذور لأحكام الفصل
