Article 65 of Law on Combating Narcotic Drugs and Psychotropic Substances

No criminal action shall be instituted against a person who enters the country through official ports of entry and is apprehended for the first time for possessing food, beverages, or any body-care products intended for personal use whose composition contains narcotic or psychotropic substances or preparations, or who possesses, with the intent of consumption, the psychotropic preparations specified in Article (30) of this Decree-Law without a medical prescription. In all cases, the General Administration of Customs shall record in its own system the confiscation of those items and shall send them to the Ministry under a detailed report in preparation for their disposal by it, provided that the person in whose possession those items were seized shall execute an undertaking before the General Administration of Customs not to repeat his conduct in the future. If the person giving the undertaking commits the same act again, he shall be referred to the Public Prosecution to take the measures within its competence against him regarding what he committed on the last occasion.
