The Council of Ministers may, upon a proposal by the Minister based on the Council's recommendation, approve the use of the public tendering method to grant licences to use the radio frequency spectrum in cases required by the public interest, provided that the amount of revenue expected from this method is not the sole or principal reason for assessing that interest.
