Article 31 of Telecommunications Regulatory Authority Law

a- The armed forces and security agencies shall be exempt from the provisions of Article 30 of this Law. b- The Council may exempt the following entities from the provisions of Article 30 of this Law: 1- Foreign ships and aircraft and land transport and transit services that pass through Kuwaiti territorial waters, parts or lands, or dock at its ports or airports. 2- Foreign embassies, subject to reciprocity and obtaining a renewable permit.
