Article 55 of Telecommunications Regulatory Authority Law

By a decision of the Chairman of the Board, one or more committees from outside the Authority shall be formed to resolve disputes, chaired by a counsellor nominated by the Supreme Judicial Council or the Head of the Fatwa and Legislation Department, as the case may be. Its task shall be to adjudicate all disputes arising between the Authority and any licensed operator, or between the operators themselves. It shall also adjudicate grievances submitted by operators or others against decisions and procedures of the Authority or those directly related to its work. The decision issued by the Chairman shall determine the number of committee members, which shall be odd and shall not exceed five persons possessing experience and expertise. The Executive Regulations of the Law shall also specify the procedures and organizational rules to be followed before these committees. Interested parties may appear before the committee and submit their memoranda and grounds of defence concerning disputes pending before it. Decisions issued by the committee shall be binding on the parties to the dispute and may be challenged before the courts. In all cases, recourse to the courts shall not be permissible before recourse to this committee in matters entrusted to its jurisdiction. The committee shall adjudicate disputes submitted to it within one month from the date of submission of the grievance or application.
