Article 53 of Telecommunications Regulatory Authority Law

A - Telecommunications service may not be withheld from or cancelled for beneficiaries unless the beneficiary has caused physical damage to the network while using the service, or has used the telecommunications service in a manner contrary to the legislation in force or public morals, or has failed to pay the fees and charges due from him despite having been warned in writing. B - Under no circumstances may telecommunications service be disconnected from beneficiaries as a result of financial, administrative, or technical disputes between licensees, except in accordance with the procedures provided for in interconnection agreements concluded pursuant to Article 25 of this Law. As an exception thereto, service may be disconnected pursuant to permission issued by the competent judicial authority, provided that the disconnection is for a temporary period, is justified, and is in accordance with the law. The Public Prosecutor or the president of the competent Criminal Circuit may issue an order prohibiting, blocking, or suspending any materials, links, or sites relating to telecommunications or information technology where necessary for the investigation, temporarily for a period of two weeks, which may be renewed for further periods.
