Article 9 of Telecommunications Regulatory Authority Law

The Board shall have the right to decide to exclude any licensee from applying for a new licence, and shall have the right to refuse any change in ownership of licences and contracts, if it considers that their participation in competition or that such change would lead to a non-competitive situation in the market. Anyone whose application has been excluded shall have the right to resort to the Dispute Resolution Committee to challenge the refusal decision within a period of 60 days. If he does not resort to that Committee, his action shall be deemed inadmissible before the administrative judiciary. (2)
