Article 5 of Amiri Decree No. 15 of 1959 concerning Kuwaiti Nationality

As an exception to the provisions of the preceding article, Kuwaiti nationality may be granted by decree—upon the submission of the Minister of Interior—to the following: First- A person who has rendered distinguished services to the country. Second- Repealed. Kh Third- Repealed. Kh To obtain nationality pursuant to this article, the applicant for nationality must meet the conditions provided for in clauses )2, 3 and 5( of the preceding article.
