Article 19 of Decree-Law No. 15 of 1979 concerning the Civil Service

The Civil Service Council shall, upon the proposal of the Civil Service Bureau, determine the rules, provisions, and conditions for granting the following: 1 - Compensation for additional work required to be performed outside official working hours. 2 – Monetary rewards for excellent services. - Allowances on account of the nature of the duties of the post, obtaining an academic qualification, completing a training course, or meeting special burdens. 4 - Allowances or compensation for transportation expenses and travel costs. Financial allocations for persons dispatched on study leave, missions, scholarships, or on h training courses. 6 - Allocation of government housing. – Other material, in-kind, or non-material incentives to raise the standard of the civil service as required by the nature of work in the government entity.
