English translation
A person in whom any of the cases of terrorist dangerousness is present shall not be considered a criminal or an accused person. The preventive measures taken against him shall not be considered criminal penalties, and he may not be subjected to any exceptional treatment except as provided in these measures.

لا يعتبر الشخص الذي تتوافر فيه حالة من حالات الخطورة الإرهابية مجرما
ولا متهماً، ولا تعتبر التدابير الوقائية التي تتخذ ضده عقوبات جنائية، ولا تجوز
