Article 31 of Decree of 1979 concerning the Civil Service Regulations

An employee may be transferred within the government entity to a position of the same grade as his position and in the same occupational group, and from one government entity to another provided that the transfer is to a vacant position of the same grade as his position and in the same occupational group. The transfer shall be by a decision of the authority competent for appointment in the government entity to which he is transferred, following the approval of the same authority in the government entity from which he is transferred. A decision shall be issued by the Civil Service Council, upon the proposal of the Civil Service Bureau, setting out the rules, provisions and conditions for transfer between government entities whose systems of positions and grades are the same or different.
