As an exception to the provisions of the preceding articles, the Civil Service Council shall, upon the proposal of the Personnel Bureau, determine the duration of periodic leave and the rules and provisions for granting it to employees of institutes and schools, as well as to employees whose working circumstances or nature of work so require.
