Article 61 of Decree of 1979 concerning the Civil Service Regulations

The Ministry's Undersecretary shall have competence to impose all disciplinary penalties referred to in the preceding Article on holders of posts in the technical and assistant posts groups. As regards holders of posts in the general posts group, the Ministry's Undersecretary shall have competence to impose all disciplinary penalties except dismissal from service, which shall be by decision of the Minister. In all cases, the Minister may amend the decision issued by the Ministry's Undersecretary to mitigate or increase the penalty, and may also revoke the decision and close the investigation.
