Article 59 of Decree of 1979 concerning the Civil Service Regulations

If, during the investigation, a suspicion of an offense under general law becomes apparent to the investigator, the investigator must submit the matter to the Undersecretary of the Ministry, who shall submit it to the Minister to consider notifying the judicial authorities and continuing or suspending the investigation.
