Article 65 of Decree of 1979 concerning the Civil Service Regulations

Except for holders of posts in the leadership posts group, referral of an employee for investigation and conduct thereof shall fall within the competence of the government entity in which the violation occurred, even if he belongs to another entity. The government entity to which the employee belongs at the time the penalty is imposed shall have competence to impose disciplinary penalties.
