Article 67 of Decree of 1979 concerning the Civil Service Regulations

An employee suspended from work or referred for investigation or criminal trial for a felony or an offence involving dishonour or breach of trust may not be promoted during the period of suspension or referral. If it is established that he bears no responsibility, or he is punished by a warning, his seniority in the position to which he is promoted must, upon his promotion, be restored to the date on which he became entitled to it.
