Publication of an attack on the acts of an employee amounting to defamation. The writer or publisher is not obliged to prove the truth of the incident to avert liability. It suffices to prove his good faith in believing the truth of the facts he attributed, that this belief rests on reasonable grounds after verification and investigation, and that his intention was merely to protect the public interest. What emanated from him must be confined to protecting that interest. - Freedom of thought and expression of opinion, including the right of criticism. A constitutional principle. The exception is a restriction. It may not efface the principle, encroach upon it, or disable it. Its effect is confined to the limits specified therein. Its necessary consequence. The constructive nature of the right of criticism requires a degree of excess that must be tolerated. Contravention thereof. A violation of the law.
