Article 581 of Civil Code

1 - If an act of a public authority within the limits of the law results in a substantial reduction in the lessee's enjoyment, he may request rescission of the contract or reduction of the rent, unless the authority's act was for a reason attributable to him. 2 - The lessee shall have no right to compensation against the lessor unless the public authority's act was for a reason for which the lessor is responsible. 3 - All the foregoing applies unless the agreement provides otherwise.
