English translation
The second deliberation on a bill may not take place until at least four days have elapsed after the conclusion of the first deliberation on it, unless the Assembly decides otherwise by a majority of the members of whom it is composed. The second deliberation shall be confined to discussion of amendments proposed in writing by members to the bill approved by the Assembly in the first deliberation, after which a final vote shall be taken on the bill.

لا يجوز إجراء المداولة الثانية على مشروع القانون قبل مضي أربعة أيام على الأقل من
انتهاء المداولة الأولى فيه إلا إذا قرر المجلس بأغلبية الأعضاء الذين يتألف منهم
غير ذلك، وتقتصر المداولة الثانية على المناقشة في التعديلات التي يقترحها الأعضاء
