English translation
Neither the committee nor the Assembly shall examine the existence or absence of evidence from a judicial standpoint. Rather, the examination shall be confined to whether the action is malicious and intended to prevent the member from performing his duty in the Assembly. The Assembly shall authorize criminal proceedings whenever it becomes clear to it that the action is not of that nature.

لا تنظر اللجنة أو المجلس في توافر الأدلة أو عدم توافرها من الوجهة القضائية
وإنما يقتصر البحث فيما إذا كانت الدعوى كيدية يقصد بها منع العضو من أداء
واجبه بالمجلس، ويأذن المجلس باتخاذ الإجراءات الجزائية متى تبين له أنها ليست
