English translation
After the conclusion of the opening ceremonies of the ordinary annual session, the Assembly shall proceed to elect the members of its Bureau or complete their number in accordance with the Constitution and these Rules. No discussion may take place in the Assembly before the election of the Secretary and the Controller. The Secretary-General of the Assembly shall serve as secretary to the Bureau by virtue of office; if prevented from doing so by an impediment, the person designated for that purpose by the Speaker of the Assembly shall replace him.

بعد انتهاء مراسم افتتاح الدور السنوي العادي يشرع المجلس في انتخاب أعضاء
مكتبه أو استكمال عددهم وفقا للدستور ولهذه اللائحة، ولا يجوز إجراء أي مناقشة
في المجلس قبل انتخاب أمين السر والمراقب، ويتولى سكرتارية المكتب الأمين العام
