Article 46 of Law No. 12 of 1963 concerning the Rules of Procedure of the National Assembly

Each committee shall elect a chairman and a rapporteur from among its members and shall have a secretary from among the Assembly's employees. In the absence of the committee chairman, the rapporteur shall exercise his powers on his behalf. If both are absent, the oldest member present shall replace them. The Speaker of the Assembly shall convene the committees until their chairmen are elected. The rapporteur shall read the committee's report in the Assembly and follow its discussion. The committee may select another rapporteur from among its members for a particular subject, to work with the permanent rapporteur or alone on that particular subject. The committee may seek the assistance of one or more of the Assembly's experts or employees in its work. It may also request, through the Speaker of the Assembly, the assistance of one or more government experts or employees. None of these persons may participate in voting. Committees shall meet at least twice each month. This provision shall not apply to committee meetings between the Assembly's sessions. The General Secretariat shall submit a report every three months to the Assembly, during the first week of the following month, on the number of meetings held by each committee and the number of meetings at which a quorum was not attained. The report shall be included among incoming correspondence.
