English translation
The members of the court shall discuss the judgment before issuing it, and each shall express his opinion in secret deliberations. Judgment shall be issued by majority. If no majority is obtained and the opinions diverge into more than two opinions, the most junior judge must join one of the other two opinions.

يتناقش أعضاء المحكمة في الحكم قبل إصداره، ويبدي كل منهم رأيه في مداولة
سرية، ويصدر الحكم بالأغلبية، فإذا لم تتوافر الأغلبية وتشعبت الآراء إلى أكثر من
