English translation
The Amir may at any time issue a general amnesty for a specified offence or offences. This amnesty shall be deemed equivalent to a judgment of acquittal and shall result in the annulment of all prior proceedings and judgments that conflict with its provisions. A general amnesty for the offence shall not preclude a claim for civil compensation.

للأمير في أي وقت ان يصدر عفوا شاملا عن جريمة أو جرائم معينة. ويعتبر هذا
العفو بمثابة حكم بالبراءة، ويترتب عليه إلغاء جميع الإجراءات والأحكام السابقة
عليه والمعارضة لحكمه . ولا يمنع العفو الشامل عن الجرمية من المطالبة بالتعويض
