English translation
The Amir may, after a judgment imposing a penalty on a particular person has been issued, and before execution of that judgment or during execution, issue an order pardoning the penalty imposed, reducing it, or replacing it with a lighter penalty. A pardon of the penalty shall not result in cancellation of the judgment, but shall result in a change in the type or amount of the penalty or in its being deemed to have been executed.

للأمير، بعد صدور حكم بالعقوبة ضد شخص معين، وقبل تنفيذ هذا الحكم أو
أثناء التنفيذ، ان يصدر أمرا بالعفو عن العقوبة المحكوم بها أو تخفيضها أو إبدالها
بعقوبة أخف منها.
لا يترتب على العفو عن العقوبة إلغاء الحكم، وإنما يترتب عليه تغيير نوع العقوبة
