Article 18 of Law on the General Department of Investigations

The hearings of the Disciplinary Council shall be confidential. The Council shall issue its decision after hearing the defence of the member of the General Department of Investigations whose discipline is sought. That member shall have the right to appear in person before the Council and may submit his defence in writing or orally, or delegate a member of the General Department of Investigations to defend him. The Council shall always have the right to require the member of the General Department of Investigations to appear in person. If he does not appear or does not delegate anyone, the decision may be issued in his absence after investigating the validity of service upon him.
