Article 8 of Law on the General Department of Investigations

Members of the General Department of Investigations shall be promoted up to the position of Director General on the basis of seniority, with due regard to competence, as prescribed in Article (23) this Law. The seniority of members of the General Department of Investigations shall be determined according to the decision appointing them to their positions. If two or more members of the Department are appointed by one decision, their seniority relative to one another shall be according to their order in that decision.
