English translation
Promotion shall be to a vacant position immediately above the position from which promotion is made, and promotion shall not be permissible before the expiry of the periods specified in the decree issued in this regard. The implementing regulations of the Law shall specify the conditions and rules governing promotion.

تكون الترقية إلى وظيفة شاغرة تعلو مباشرة الوظيفة المرقى منها ولا تجوز الترقية
قبل انقضاء المدد المحددة بالمرسوم الذي يصدر في هذا الشأن.
