Article 9 of Disability Law

The Government shall provide educational and pedagogical services and educational aids to persons with disabilities, including the two categories of slow learners and persons with learning difficulties, on an equal footing with others in learning, taking into account special communication and language needs and the necessary accommodations, and shall provide specialized educational and professional personnel for them, improve their competence and grant them material and moral incentives. All educational and professional examinations or accreditation examinations administered by governmental or private bodies shall take into account the rights and needs of persons with disabilities, including the two categories of slow learners and persons with learning difficulties. The Government shall provide the necessary audiovisual aids and sufficient safeguards to create an acceptable environment to assist them in completing their education. The competent governmental bodies shall provide specialists and training courses for all teachers in government schools to identify cases of learning difficulties and slow learning and how to deal with them according to the needs of each. The Authority shall also bear the costs of tests for assessing slow learners and learning difficulties, provided that the competent governmental bodies shall provide centres specializing in these tests from the date this Law enters into force, in addition to equipping specialized centres to care for this category or commissioning specialized centres in the private sector to provide these educational services to this category. For the purpose of providing specialists, the Government shall send abroad the necessary number for each type of disability to qualify them internationally, particularly in rare fields. (1)
