Article 77 of Bankruptcy Law

The right to vote on the preventive settlement proposal shall be restricted to creditors affected by the proposal, and no party related to the debtor may participate in the voting. Nor may creditors holding debts secured by a pledge or privilege be considered unaffected creditors merely because they retain security for their debts. The Bankruptcy Judge shall determine any dispute concerning a creditor’s entitlement to vote and who shall chair the meeting, by a decision issued within ten days from the date an application to that effect is submitted to the Bankruptcy Department.
