Article 78 of Bankruptcy Law

The debtor shall provide a full explanation of the terms of the preventive settlement proposal during the meetings held to discuss the proposal and any amendments thereto. Any of the creditors, the creditors' committee or its representative, or the Bankruptcy Committee—if the indebtedness is subject to its supervision—may attend the meetings and express an opinion on the settlement proposal or its amendments. He shall also invite the creditors affected by the proposed amendments to further meetings to consider and vote on those amendments.
