Article 44 of Municipality Law

Employees designated by the Minister to detect violations in accordance with the provisions of this Law and the decrees and regulations issued in implementation thereof shall have judicial police status. In performing their duties, they shall have the right to enter all public places and premises to detect violations and prepare the records necessary for referring them to the competent authority. Where strong indications exist of violations committed in a private dwelling or its equivalent, they may prepare a report on the results of their inquiries, of which the Public Prosecution shall be notified through the Director General of the Municipality or his delegate, to request permission to enter those dwellings. If the investigating authority is satisfied that necessity requires granting permission to enter, it shall authorize this in writing. The competent employee may prepare a record of the violations and refer them to the competent authority. In all cases, they may seek assistance from members of the public force. Provided that the dwelling's owner is notified of the date and time of inspection three working days in advance. The executive apparatus shall also instruct women holding judicial police status to enter private dwellings or their equivalent whenever necessary, subject to the provisions of this Article.
