English translation
An independent programme within the Municipality’s budget shall be allocated to the Municipal Council. The Council may propose the regulation of the financial and administrative affairs of the Council’s General Secretariat in accordance with the regulations of the Civil Service Bureau, the Ministry of Finance and the oversight bodies.
