English translation
By a decision of the Council of Ministers, exceptional pensions or gratuities may be granted to insured persons, pensioners, their beneficiaries, or other Kuwaitis, even if they are not subject to the provisions of this Law. Without prejudice to any special provisions prescribed by the Council of Ministers, the provisions of this Law shall apply to these exceptional pensions and gratuities.

يجوز بقرار من مجلس الوزراء منح معاشات او مكافآت استثنائية للمؤمن عليهم
واصحاب المعاشات او المستحقين عنهم او لغيرهم من الكويتيين ولو كانوا من
غير الخاضعين لأحكام هذا القانون. مع عدم الاخلال بما يقرره مجلس الوزراء من
احکام خاصة تسري على هذه المعاشات والمكافآت الاستثنائية احكام هذا القانون.Ask about this article
