Whoever sells, purchases, takes, accepts the transfer of, or possesses in any manner wine or an intoxicating beverage with the intent of trading in or promoting it shall be punished by imprisonment for a term not exceeding three years and a fine not exceeding three hundred dinars, or by either of these two penalties. )2(
