English translation
As an exception to the provisions contained in the aforementioned Law No. 37 of 1964, as of the date this Law enters into force, direct contracting and the award of negotiated procurements and tenders by government entities, including the military and oil sectors, shall not be permitted except with persons who have complied with the percentage specified by the Council of Ministers for the employment of national labour.
